CTO as a service: what it is, and what to check.
CTO as a service means paying a firm for senior technical leadership instead of hiring a full-time executive. Whisia is a CTO as a service company: engineers who make the technical decisions and then build on them, from $4K a month, in fees and never in equity, for startups and established businesses anywhere.

The options compared
Most people use "fractional CTO", "outsourced CTO", "virtual CTO" and "CTO as a service" for the same slot. The useful question is who decides and who builds.
| Option | Who decides | Who builds | Fits best when |
|---|---|---|---|
| Full-time CTO | They do | Their team | There is enough work to fill the job |
| Part-time individual | They advise | Your developers | You have a team and need a senior voice |
| Development agency | Often you, by default | The agency | The job is well defined and finite |
| Technical partner (Whisia) | The partner, in writing | The partner, or your developers under its review | You need the decisions and the building, not yet a full-time executive |
What to check before you buy
- Who writes the code? If the people on the call are not the people who build, the decisions and the work drift apart.
- Whose accounts does it run on? Repositories, cloud and domains should be created under your organisation, with you as owner.
- Are the decisions written down? An architecture you cannot read is one you cannot hand to anyone else.
- What happens when you stop? You should be able to leave at the end of any month with a written handover.
- Is the price published? You should know the range before the first call.
How Whisia answers those questions
The people on the intro call write the code, and nothing is subcontracted. Everything is created in your accounts, with you as owner. Architecture decisions are written down. You can stop at the end of any month and keep every repository, account and document. The Technical Partner plan starts at $4K a month, and every price we publish is on one page.
When CTO as a service is the wrong answer
- You need a CTO title on the cap table to show investors.
- The technology is the company (a new database, a research-heavy AI product, hardware) and needs someone committed for a decade.
- You already have an engineering organisation with enough decisions to keep a full-time CTO busy.
Questions
Is CTO as a service the same as a fractional CTO?
In practice, yes. Both mean paying for senior technical leadership without a full-time hire. Some firms use "CTO as a service" for a team and "fractional CTO" for one person. See how Whisia does fractional CTO work.
Who needs CTO as a service?
Non-technical founders, startups with a few developers and no technical lead, and established businesses where software has become central but nobody in-house owns it.
Do I need this if I already have developers?
Possibly less of it. If they build well and only need oversight, Managed Developers may fit better.
How quickly can it start?
A free 20-minute call, a written scope and price within 48 hours, and work starts the week after you say yes.
Not sure which option fits? Twenty minutes is usually enough to tell, and you get the answer in writing within 48 hours.
